GAN ENG SENG SCHOOL
COMMUNITY INVOLVEMENT PROGRAMME 2009

Overview | Sec 1 Dialect Learning | Sec 1 CIP to Old Folk's Home | Year 2 CIP Groom My School Project | Committee Members | CIP

Community Involvement Programme (CIP)

  • The Community Involvement Programme (CIP) is about getting every pupil from secondary one to five to participate actively and meaningfully in contributing to the community for at least 6 hours per school year.
  • The scope of activities for the programme is wide and varied, ranging from activities within the school to those outside the school.

Rationale

  • As we prepare our pupils for the 21st century, we need to go beyond equipping our pupils with knowledge and skills. In developing their full potential, we need to nurture pupils to become good citizens, conscious of their responsibilities to family, society and country.
  • The basis of CIP is to build social cohesion and civic responsibility and this is directly aligned to the school mission, vision and the 8 core values.
  • CIP is in line with NE's objective of nurturing the spirit of active citizenship in pupils. This objective is clearly evident in the following;
  • "CIP, part of Total Education for each in our schools, is active citizenship. The CIP we are launching today is an opportune platform to create more opportunities for pupils to participate in national life. This helps them develop a sense of emotional belonging and commitment to the country which is an essential first step to cultivate the national instinct to serve the community, society and country."

    Mr Wee Heng Tin, Launch of CIP, 1 October 1997

  • CIP also fosters camaraderie and bonding among people of different races and academic abilities as pupils will have the opportunity to meet and work with people of different ages and backgrounds, breaking down barriers of prejudice and promoting social harmony in the process.

Guiding Principles

  • The CIP is an integral part of the curriculum; it should not be confined to a particular subject/CCA/class/level.
  • A whole school approach is adopted for the implementation of CIP.
  • Level-based CIP is compulsory for every pupil.
  • CIP SOP, learning outcomes and workflow are clearly spelt out for easy reference by both staff and pupils.

Objectives

At the end of this programme, pupils will be able to:
  • understand the social needs and concerns of the school and community
  • develop a strong sense of belonging and bonding to the school and community
  • develop a strong sense of responsibility and duty as a pupil/citizen
  • contribute to the development of a caring and gracious school community/society

Values

Some values pupils can learn from the programme are;
  • commitment to serve the school and community
  • respect for people of different races, cultures and religions
  • care, concern and compassion for others
  • respect and care for the environment

Skills

Some skills pupils can acquire from the programme are;
  • Leadership skills
    eg. motivating team members, solving problems and making decisions
  • Organisational skills
    eg. planning and taking care of logistics
  • Communication skills
    eg. handling cultural sensitivities and listening with empathy
  • Practical skills
    eg. techniques of looking after the elderly and disabled and library skills

Goals

  • All pupils are to complete at least 18 hours of CIP for the year. This can be achieved through:
    • Level-based CIP
    • School-based CIP
    • CCA-based CIP

Choice and Schedule of CIP activities

  • CIP is divided into 3 categories namely the level-based CIP, school-based and CCA-based CIP
  • All pupils must participate in an activity in the level-based CIP category
  • Level-based CIP was introduced to facilitate the planning, implementation, monitoring and assessment of CIP activities.
  • As far as possible, a different type of activity is designated for each level to avoid duplication and to broaden the scope of pupils' participation over the years.
  • Activities should be sensitive to pupils' special needs. The CIP Co-ordinator should be informed about pupils with special medical conditions so that suitable activities can be arranged for them.
  • Pupils, under the guidance of the form/buddy coach, should be actively involved in the planning, implementation and evaluation of class-based CIP activities.

Monitoring

  • Form/buddy coach, under the guidance of the HOD, Pupil Welfare and/or CIP Coordinator, are responsible in the planning, implementation, monitoring and evaluation of level-based CIP activities.
  • At the end of a completed level-based CIP activity, form/buddy coach will submit the attendance sheet and the CIP feedback forms of students and teachers to the CIP coordinator or the Asst. CIP coordinator.
  • Names of pupils who have missed the scheduled level-based CIP activities should be submitted to the CIP coordinator.
  • The CIP coordinator will arrange for a make-up CIP activity for the absentees at a later date.
  • In the case of pupils who refuse to participate, the form/buddy coach / CIP coordinator/ HOD, Pupil Welfare will counsel them and seek their co-operation, failing which parents will be informed.
